HTML cannot be edited on WordPress.com sites. That means you won’t be able to add additional HTML under the <body> tag.
The good news is WordPress.com already tracks your stats and allows you to display them, so there’s no need to add a OneStat counter.

Hi,
You can do it with regular WordPress from http://wordpress.org and with your own host. Since this is a shared environment, it’s not allowed. Own code add-ons are not allowed from user input here due to security concerns.
