Cannot find the option to upgrade in my dashboard

  In my dashboard, it doesn’t show the version and choosing update is not an option. I’ve looked at all kinds of tutorials but never have the same options as others. I want to upgrade to 3.9.2, but cannot figure out how this is done.

  I’m also NOT wanting to create a blog; just want to create a website, but everything refers to blogs. How do I get out of that realm. Thank you for any help you can provide. I’m happy to provide screen captures.
