cannot find the site redirect page from the wordpress.com store

I need to redirect traffic to my blog to another url. I read your support page about buying the redirect upgrade from the wordpress.com store. But when I got to the store, I can not find any redirect upgrade. How can I get to that particular upgrade page?

If you log into your Dashboard, you can find the Site Redirect upgrade under the <b>Store</b> category.

(You may also access it directly by adding /wp-admin/paid-upgrades.php to your site URL.)

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to Store to purchase any upgrades.

What URL are you trying to direct from & to?
currently http://vusfdotorg.wordpress.com/ seems to redirect to a non-WordPress.COM URL ( http://vusf.org/ )
