Cannot find where to edit CSS – Pique Theme

Hi,
I am currently starting a new blog/portfolio and have looked at a few different themes that will suit my style. One factor that is very important to me is the ability to change things such as logo size, text colour and so on.
I have looked high and low, to try and find where I can edit the CSS on a few different themes now. I pretty much thought, that maybe some do not support it, however I have read that;
‘You can use the CSS editor to customise the appearance of any WordPress.com site.’
So I am a little unsure. I have seen that the CSS editor should be available via the black bordered admin page, when clicking on ‘appearance’ then ‘customise’, but it is not there for me. Clicking customise simply takes me through to the customiser which I have been using, and have so far failed to find the CSS editor on.
Is there anyway I can find this?
If not available on Pique, is CSS available on any other free, parallax style theme?

We wordpress.com bloggers do not have access to the template files underlying our themes on wordpress.COM hosted blogs and cannot edit them. This is a multiuser blogging platform. All blogs wearing the same theme use the same underlying template found on the live demo site for each theme.Does Customize let me edit HTML?
No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. If you require this functionality, please consider moving your blog to a web host that supports theme code modifications. CSS is part of the WordPress.com Premium Plan.
If you’re brand new to CSS, I’d suggest taking a quick course on the fundamentals. Something like this one: http://www.htmldog.com/guides/css/beginner/
