It seems like you might be facing difficulties with a self-hosted WordPress.org website, and not with a WordPress.com-hosted one. WordPress.org is a free site-engine software, while WordPress.com is a web hosting company. Thank you. I thought the .org was because we are a charitable organization. I did not realize it was the differentiation between free and paid for. Our website is hosted by Bluehost and we pay a LOT for that service.

You should try to get in touch with Bluehost, as they might be able to give you some guidance on resolving this issue, otherwise you can post to the WordPress.org forums, linked above and the experts there will do their best to help with your website. :)
