  May I know why i cannot install theme or plugin to my wordpress account ?

  Custom themes and plugins can only be installed on WordPress.com if you have the Business Plan Upgrade:

  https://wordpress.com/business/

  They are usually used for WordPress.ORG installs which run on different software.
