Cannot login to root of dashboard but can login to other pages of dashboard

I cannot login to the dashboard of my website, using this link: https://www.rltsc.edu.in/wp-admin/
It shows error: Sorry, you are not allowed to access this page.
Actually I am the only user of this website with administrative controls.
But if I use the link like this: https://www.rltsc.edu.in/wp-admin/upload.php then I can easily login.
Please help. This is our college website and contains important data. I fear that there should not be any problem in future.
