Cannot obtain original file URL
-
I wanted to update a file in my website, so I deleted the old version and uploaded a new one. Unfortunately, the new file’s URL is different – it has an extra digit at the end. Deleting and re-uploading the file just increments the digit at the end of the filename.
The original file’s URL is already referenced from other websites (not mine) so retaining the exact URL is critical.

Deleting a free hosted WordPress.com blog requires ignoring multiple warning messages clearly stating that URL deletion is permanent and irreversible. Not only that it requires using the verification link sent in the email and ignoring that same warning there too.
I’m sorry but you cannot recover or register any deleted blog URL. The deleted blog URL will not become available for use by yourself or anyone else again. Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.
http://en.support.wordpress.com/recycling-blog-names/You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

You don’t have the ability to update a file and keep the old URL – that is why I never send links to a file always to the Post or Page the file is linked from – then when I change the file contents, people can find the new file.
I also never use the same file name, that is a version control thing so people can tell if they have a current version
PS – the info above from @Timethief applies to blog names only,

Your other option is to use a file sharing service like Drop Box – it lets you change file contents without changing the file name then link to the offsite file from your blog
