Cannot publish (urgent)

Literally, I cannot change the state of the pages to ‘publish’.
I am using the admin account.
I actually cannot see the option for publish in the editing mode, and I can see the publish option in quick edit mode, but it dose not work.
I am using v.4.8.The blog I need help with is: (visible only to logged in users)

Sorry, actually this website is not made by me, and I just became a new administrator. So my account is actually not linked to the website. the domain is hurel.hanyang.ac.kr

So the problematic page is the “member” page.
I tried to update the page, and the state became “scheduled” and is stucked there. -
hurel.hanyang.ac.kr is a self-hosted WordPress (WordPress.org) site. It’s not hosted with WordPress.com.

Although, here is a tip. If you are trying to edit a Page on hurel.hanyang.ac.kr, you are likely using a classic dashboard. Not the “WordPress.com dashboard” (WordPress.com Calypso dashboard)
You should be able to add new pages or edit existing pages on this page https://hurel.hanyang.ac.kr/wp-admin/edit.php?post_type=page
You should see a “Publish” button on the right if you are publishing a page afresh, or “Update” button on the right if you are updating it.
These should be normal and help. If you are still having questions, you can post on the WordPress.org forums.
