CANNOT REORDER MENU

Hi there,
You’re not seeing that option in the Customizer, because each of the menus you have configured there only contains a single item. Additionally, the menu you see on your site is the default menu that only lists all published pages on your site, in alphabetical order. It’s not a custom menu at all.
To use a custom menu, go to Appearance ->Customize ->Menus. You’ll see four items there, but each of those is an entirely separate menu, they’re not tabs in the same menu.
So select one of those. On the next panel, click Add Items to add additional items to that specific menu. And when you’re done, assign the menu to your header menu area to make it the active menu on your site:

The site the OP indicated above uses the classic theme, Ixion. Classic themes don’t have access to the site editor, so the instructions you gave above don’t apply in this case.
The site editor is only available for our newest themes listed under the Recommended tab in the theme showcase.
