Cannot see Appearance-Edit option in Admin Panel

I cannot see Appearance Edit
I am trying to edit the theme template for our blog to remove mentions of date and time. All help sites and WordPress help references the Appearance-Edit selection in the Admin panel however, I do not see this option. We did purchase the “custom design” package for $30 thinking that would allow us to access the code for the the theme, but it did not. Please help.The blog I need help with is: (visible only to logged in users)

Hi there, Appearance > Edit, is an option only on self-hosted WordPress sites, where theme files can be edited. To clear up any confusion, WordPress.com and self-hosted WordPress are two different entities.
http://support.wordpress.com/com-vs-org/You can add custom CSS by going under Appearance > Custom Design. Click the CSS tab and add your code completely below the existing green comments.
