Cannot send email to personal Hotmail address

I am able to send an email from WordPress Webmail ((email visible only to moderators and staff)) to the Hotmail address (email visible only to moderators and staff)
I cannot send an email from Webmail Outlook address ((email visible only to moderators and staff)) to Hotmail address (email visible only to moderators and staff)
I can send emails from Webmail Outlook to my (email visible only to moderators and staff) address as you have seen before.
I can also send emails from Webmail Outlook to other email addresses, just not (email visible only to moderators and staff)

Hi there,
To clarify, you seem to not be able to send a message from your professional email (@lvis.lu) to your personal email address at Hotmail, but you can send to any other email hotmail address that you wish, without issue?
Do you see an error message of some kind or failed delivery message when you try to send to your personal Hotmail? Any other strange behaviour?

I can send an email from (email visible only to moderators and staff) from WordPress mail site and I can send from the Outlook iOS app on my iPhone.
I have spent weeks now dealing with Microsoft support, then Titan Mail and finally my ISP (Tango Luxembourg). I have been told now to finally contact WordPress help as it appears it is an error on WordPress end.

Is this just happening with this address, or other addresses also?
I can send an email from (email visible only to moderators and staff) from WordPress mail site and I can send from the Outlook iOS app on my iPhone.
If it’s working via the mail site, and iOS app, I suspect there’s something awry with the desktop app specifically… As technically, the email and domain is configured to work.
What troubleshooting have you conducted so far?

As we were connected to the remote session today, on fixing the outlook issue where it fails to send emails from the work email to Hotmail email, when we test with the below steps it worked
1: Creating a new Test outlook profile
2: Creating a new windows test profile and adding outlook mail there
But after some time it sent a the failed error again stating information regarding a spam website which has blocked the email, this only happens when it is sent via your Work Email not any other emails added in the outlook and it clearly states the removal can be done only by the request from your ISP provider, kindly attach the link on the website and screen shot on the details to this email when you forward it to your ISP, and please inquire regarding this blockage website to proceed further
Also from the side of Microsoft if moving forward as we have tested with new profile / new windows profile it works for some time and then it replicates the same issue
the next resort would be going for a PC reset, but before that its better to confirm with your ISP to check the SPAM website get information regarding it and remove the block by the instructions given if its secure as the block happens only for your work email not any other emails in your outlook
After that I went to Titan Mail who also tested and they asked me to contact the ISP to provide me with a new IP.
Finally I spent the last two weeks trying to get Tango Luxembourg (my ISP) to deal with the matter. There eventual response is below.

“we are not blocking any traffic. Customer needs to contact the ISP where the webmail is hosted. elvis.lu is hosted by Zonat Sarl (AS213183). So customer should contact Zonat to clarify his problem.”

So I eventually go back to Titan Mail with this information and they told me to contact WordPress Help – see email below

Our team has reached out to Titan to discuss this situation and try to get some resolution for you. As far as we can see, with the details we have on our end, this is not a problem that stems from WordPress.com or your domain being hosted here. We are happy to work with Titan and find a resolution though, and will keep you from having to circle through everybody time and again. We know how that feels, and it’s not fun.
A few clarification points you could help me with.
- Please confirm that the issue only occurs from the Microsoft Office desktop app, but not from either Titan webmail (
wp.titan.email) or Hotmail online (hotmail.com)? - The Titan account is correctly configured and in good standing?
