Cannot sign in to sites using WordPress

I have had this problem for a long time. When logging in to a site using WordPress, the sign-in doesn’t recognize my name, nor my e-mail address. Yet, I signed in here with no problem. Now, I’m just learning that there is a WordPress.org; Do I have to register with that as well? This has been an extremely frustrating situation, and I’m frankly surprised that there are no others asking this, as I see others having the same problem all the time.

There is the wordpress.COM hosting service, where you are now, and then there is wordpress.ORG, which distributes the wordpress software for blog that are self-hosted. There is no connection between the two.
Self-hosted wordpress blogs are stand-alone and have no real connection with wordpress.ORG. For self-hosted blogs that require registration, you have to sign up at the actual blog.
