Cannot update WordPress User Roles

  The Role of a user is not updating on my site. We have tried to disable all plugin and change the theme to Twenty Twelve but still we cannot change the user roles. Thanks!

  We cannot use Jetpack on the Site so we will use echo-spings.com on the Blog URL but please disregard it. The site that we need help is on graphisoft.com.au
