cannot upload files larger than 20 Mb regardless of modded php.ini & several other methods)

any file media uploaded larger than what appears be be 20meg has an HTTP error.
I have checked with php.ini setting and these allowances are well above 20Mb. ( memory , post size , file size , timeouts etc )
Even if i successfully upload using FTP to the respective medial folder wp-content/uploads/2017/12 ( current month) the media is still not picked up with wordpress. I have tried renaming the file ( .pdf in my case) to a .txt , .jpg to see if there is any restrictions on file type.
I’ve asked my hosting provider for assistance and they tell me that all settings for limits etc are well above . Kinda struggling here so any info appreciated -

Hi ,
I do apologise , it is a hosted site and followed the link from wordpress here .I have actually solved the problem.
The issue being a plugin called ‘All In One WP Security’ which when the firewall was enabled wrote an entry in the .htaccess file called ‘LimitRequestBody 1024000 ‘
Please mark as solved as I have read many a website suggesting changes in php.ini / wp-admin files .
Maybe might help someone else out there . Caused me a big enough headache I can tell you.
