Cannot upload new theme

I buy themes from themeforest.net web site i try to upload new themes in wordpress as Getting Start from themeforest.com but when i go to Dashboard –>Appearance–> I didn’t see add new theme.
this is Getting Start instruction from themeforest.net to upload new theme to word press. Please see it and advice me how to upload new theme from themeforest.net as soon as possible.
To install theme you should upload theme files into the proper directory and activate theme. You
have two ways to upload theme files:
• FTP Upload: Using your FTP client, upload the non-zipped theme folder into the /wpcontent/
themes/ folder on your server.
• WordPress Upload: Navigate to Appearance > Add New Themes > Upload. Go to browse,
and select the zipped theme folder. Press “Install Now” and the theme will be uploaded and
installed.
Once the theme is uploaded, you need to activate it. Go to Appearance > Themes and activate your
new theme.
You can import demo content, which will give you the start point for the building your site. See the“Demo Content” section.

All the instructions you’re reading are for WordPress.ORG blogs. Third party themes are not available for .COM blogs. The only themes you can use on your WordPress.COM blog are found in this directory:

I too have purchased a theme from femto and cannot find upload theme option under appearance, themes section in wordpress. I tried to buy the domain and even then there is no option available for upload. As I search on the internet there are numerous answers which show an upload button available. Is this something to do with the wordpress version?
