  i cant upload theme from my pc

  Hi!

  Themes can be uploaded to your WordPress.com site only if you are on the WordPress.com Business plan.

  If you are on the WordPress.com Business plan, you should be able to do this on this page https://wordpress.com/themes.

  Are you on the WordPress.com Business plan?

  Hi there,

  As @strikebuys mentioned, it sounds like you are trying to install a third party theme for a self-hosted WordPress.ORG blog. Third party themes only be uploaded on WordPress.com if you have the Business Plan Upgrade:

  https://wordpress.com/business/

  They are usually used for WordPress.ORG installs which run on different software.

  WordPress.com vs. WordPress.org

  If you do not want to go with the Business Plan but want to stay with WordPress.com, the good news is that WordPress.com has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes
