Cann’t find the language setting

    I have created an Arabic WordPress, all arabic words looks like this “??????” So i tried to find the language setting which discussed in the link “http://en.support.wordpress.com/language-settings/” . but i couldn’t find it in the control panel under “Settings—>General” Or “users” .

    The blog I need help with is: (visible only to logged in users)
