Can't abilitate the Related Posts section in setting page

  I’m writing the blog “TuscanyInTourHeart” in two languages with the 2014 Theme. In the english version the options to abilitate the Related Posts section doesn’t appear in the setting-reading page. I need to make it public. How can I do?
