Can't acccess advanced settings to edit image

Hello
I’ve just encountered the new image editor (with the pencil icon) but I can’t access advanced settings to add a border to a pale image that needs one.
After checking out the help page to see how the new image editor works, I have tried using both IE 11 and Firefox, but when I hover over my image in Visual editor, I still see only the pencil icon and the delete X, there’s no sign of the little picture in a frame that used to take me to advanced settings.

We no longer have an Advanced Settings pane for image settings. You can read more about the on going conversation about these recent changes here:
We have currently disabled the image border feature. If you’re interested in sharing your thoughts on this change, you can post a response in this thread:

Uh, well no, there’s not much else to say.
I can’t imagine why you’d go to the trouble of disabling a harmless border that makes images look better and replacing it with something that’s not as good. -
I understand your frustration. Staff are currently reading and responding to concerns about these recent changes in the thread I linked to above. It may be something that we look to add back in in the future.
For now, you can remove or add the border by inserting
border=0pxin the HTML as shown here:<img class="alignleft size-large wp-image-15039" src="URL" alt="Featured Image -- 15038" width="584" height="389" border="0px" />Just adjust the number 0 to how thick you want the border to be. To be clear, you will need to adjust the image code in the Text Editor. This is explained here:
