can't access dashboard

  For the last day or so I have been unable to access the dashboard to add new posts. I get this message:
  This webpage is not available
  The webpage at https://luliblog.wordpress.com/wp-login.php might be temporarily down or it may have moved permanently to a new web address.
  Error 15 (net::ERR_SOCKET_NOT_CONNECTED): Unknown error.
  Can anyone help? I’ve checked all my connections and have no trouble accessing other websites.

  Try logging in using this URL without the “s”

  Your location could also be problematic. Are you in China? If so the government there has been known to blog WordPress.com.
