Can't access plugins

  setting up a simple wp website for a friend who has opted for the ‘free’ plan. On the admin menu, I can’t seem to find the plugins or add new ones.
  Is it possible to add plugins with a free plan or what needs to be done to activate plugins on his website?

  Plugins is not a featured offered on WordPress.Com.

  Your friend was almost certainly referring to WordPress.org which is something completely different.
