Can't access the plug in page to add plug in

I’ve been trying to access the plug in page to add a plug in called google xml site maps, When I try to open the plug in page a page appears withn the message ‘Want to add a store to your site? How do I get pass this page and add my plug in.

You are confusing wordpress.com hosted blogs and wordpress.org software installs. There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. https://en.support.wordpress.com/plugins/ Blogger installed plugins are not permitted here at WordPress.com for various security reasons. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

I’m having this issue as well. I just purchased PopUpAlly and i want to add it to my blog, but I can’t “add new” plug in, like the PopUpAlly video demonstrates.

You must be confused. Or why did you post here after you have already read what I posted above yesterday?What I posted above at https://en.forums.wordpress.com/topic/cant-access-the-plug-in-page-to-add-plug-in?replies=3#post-2561734 is correct.
If you want to install that plugin you need to hire a web host and set up a wordpress.ORG install.

I am quite confused. So I need to set up a separate account with WordPress.org to use the PopUpAlly plug in? Or I have to leave WordPress and go with another site?
The PopUpAlly video shows the plug in on WordPress. I wish I had live chat! I’m really struggling.

The video you are watching is for WordPress.ORG software installs and cannot be installed into wordpress.COM sites like yours.
You cannot install that plugin or any other plugin of any kind on this site http://sobrieteaparty.com/ or on any other site hosted wordpress.COM.

Ok I guess from what I’ve read you aren’t able to install plug-ins on wordpress.com only on wordpress.org, guess I’ll stay with .com for now.
