Can't access WordPress Admin

Today I was trying to tech a plugin as in the form creation of Ninja forms the style sheet was loading. In my previous issues with plugins, I decided to deactivate plugins. Because the site was running Mikado I deactivated the Mikado core plugin. Right after doing so the site went into a critical error. The front and backend are not accessible. I went through the standard protocols, renaming the plugins folder. Renaming the theme folder. I tried to go into the database and delete the plugins in the active plugins. I tried renaming the theme in the database. I tried the debug php in my config file which showed nothing. I just can’t get back into my site admin. Does anyone have any ideas how deactivating a plugin would take down a site and the admin area. Never have I seen this before.
