cant activate theme

Hello. thank you first for your wonderfull service to humanity. We use wordpress.com for our non profit organisation. i never installed a theme on it using the default layout. but after years i wanted to modernise the website. BUT : your twenty twenty one theme wont activate ! thank for your help
