Can't ad my plugin…

I just purchased WPSocixplode and when watching the training video, it shows the dashboard a lot different then what my shows. They showed the plugins, then at the top, ‘add a plugin’… Nowhere is that found in my dashboard.
So how do I add this plugin that I had purchased? thanksThe blog I need help with is: (visible only to logged in users)

There is no FTP access to wordpress.com hosted sites and blogger installed plugin capability does not exist on WordPress.COM blogs. We have built in plugins only as stated in the relevant support docs. There is no upgrade you can purchase here that changes that reality.

If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
