  Please help me add a domain which Inalready have purchased from outside.

  Hi there,

  To add an existing domain to your WordPress.com account, you will need to upgrade your plan, then follow the instruction to map your domain.

  It seems I need to pay 99$ to map an existing domain? Is this real?

  Hi cathreneclaudia,

  To map your domain you would need to upgrade your plan to a pid one. But I think you can map an existing domain also with the Personal Plan, which is cheaper than the Premium one.
