  Cant ADD Custom Theme w/ FREE BASIC plan!??? Cant opem custom theme using wordpress! Does not give me the option. Does not give me ADVANCED CSS or SKILLS options i c on youtube!???? I need to UPGRADE my plan to get these skills?

  Adding/Uploading themes from sources outside WordPress.COM is not allowed here regardless of what plan you are on.

  We can only use themes from the WordPress.COM themes repository.

  For customizing CSS, you will need access to the CSS editor. However, editing CSS requires you to be on a WordPress.COM Premium or Business Plan. So please upgrade to any one of these plan if you need to customize CSS.
