Can't add Plugin

Hello There,
So i want to add Plugin in my website, but where i can add it? is it need premium account? or i can do it in free account? Because i think its for all plan.

I am having the same problem. I made a free blog and it won’t let me add any plugins. it wants me to buy a $400 business package.

Yours are wordpress.COM hosted blogs. They are not wordpress.ORG software installs so you cannot upload and run blogger installed plugins on it.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

But it think worpress.com is more easy to use! -
