Can't add plugins

  I’m starting a blog to raise awareness for urban chickens in Kitchener and it may only be for a few months before we win our case before the city counsel. As a result I chose this site for a free blog with WordPress. I’m familiar with the CMS so the idea is solid but I noticed I can’t add plugins. Is this due to my theme or because wordpress.com doesn’t allow them?

  Plugins can’t be installed on a WordPress.com site: http://en.support.wordpress.com/plugins/

  If you wish to use plugins with WordPress, you’ll need to register a domain, buy hosting, and set up your site using the free software from WordPress.org: https://wordpress.org/
