can't alter Email Post Changes checkbox

  I ‘unchecked’ the Settings – ‘Email Post Changes’ checkbox to make a quick site upgrade as I’ve done many times. Now, I want to ‘check’ the Email Post Changes checkbox & resave. It says ‘your changes have been made’ BUT the box returns to ‘unchecked’. Tried another browser and all the typical refresh, sign out/in steps you’d think would work. Ideas?

  When you say the typical refresh steps, did you try clearing your browser cache and cookies completely?
