Can't assign a static home page.
-
I had a ‘home’ page, then it disappeared and we no longer control that page at all. When trying to make a ‘static’ home page, only one of 3 pages I’ve created are there, so that process doesn’t let me get where I thought this would get me.

By default the front page of your blog displays all published posts (not pages) in reverse chronological order, with the most recently published post on top. That is for the convenience of your returning visitors, who come to read your latest post, and who are not likely to be happy with being compelled to click through the same static page with the same blah, blah, blah on it every time they visit the blog looking for the latest post.
However, if you do not want all the posts to show on the front page, then you can create a static front page called for example “Welcome” for your site and a “Blog” page for posts. To do that create two pages first http://en.support.wordpress.com/pages/
After you do that you go to > Settings > Reading and make the designation change and click “save changes”.

I understand your direction. The issue is that Settings>Reading does not exist. Just like a page I created is on the site but doesn’t exist in the admin.
Been using wordpress for about 15 years. The tools you describe and I expect do not seem to be here. This is my trouble.

Try this link please > Dashboard > Settings > Reading

Huh. So you gave me the older/normal wordpress interface. And yes, it worked. Thank yo so much!
However… why didn’t it work in the usual interface wp.com gives me? How would someone know to do this? You can just go to /wp-admin on any wp.com site and do this?
Do you think anyone knows that wp.com doesn’t work and you have to do this? Was there something I missed? Admittedly I’m not as versed in wp.com as my sites are wp.org, but it seems this would be more obvious and that wp.com would work as you expect in the first place.

The new interface is confusing and new editor has many issues and Staff are aware of them. The wordpress.com feedback thread is here https://en.forums.wordpress.com/topic/editor-feedback?replies=749
I use the classic editor and dashboard only. You cannot deactivate the new Beep Beep Boop editor but you do not have to use it. For locating the ways and means of accessing the legacy or classic pages for creating posts, editing posts, and for viewing stats see here > Navigating the Classic WordPress.COM interface http://onecoolsite.wordpress.com/2015/04/05/navigating-the-classic-wordpress-com-interface/
On the dashboard of your own blog at
Dashboard > Posts > All Posts > Add NewTo create posts in the classic editor for you that link is
