Can’t block users?

So from what I can tell, it’s actually impossible to block a user, yes? I don’t mean block/delete someone who is registered to your blog. I mean block a separate wordpress user who has theoretically decided to harass you. The only “solution” I’ve seen offered is “make your blog private”, but that is quite honestly not an acceptable solution. Why on earth is this not a functionality?? Especially with how wordpress can connect to social media, it seems wild to me there’s no way to stop someone from harassing you without blocking out the rest of the world at the same time.

When you block someone, they simply create another account and start all over again. So blocking an account is ineffective. Simply mark their comments as spam so our antispam system can learn and block them in the future.
Don’t forget you are on the internet where anyone, even the worst nutcases, can see your site and comment. Mark them as spam and simply ignore them …

I can see how that seems like an effective solution on paper. In practice, users easily get around content filters all the time by rephrasing themselves, typing words with numbers instead of letters, using euphemisms, etc, and no spam filter is going to keep up with that, which means no matter how many of their posts I report, they can keep harassing forever. Also, sometimes, I don’t want that particular person to see my content. A block is usually a one-and-done event from personal experience. Sure, people can theoretically make a new account, but in reality, most people don’t do that, because there are plenty of other people out there for them to harass. Anyway, just a semi-major thing that was alarming to me from a safety standpoint as I got set up using my blog more.
