Can't cancel

I have tried cancelling this and getting the refund and it tells me it can’t cancel. and i have no way to reach out to someone.

Exactly which username account purchased the upgrade?
Exactly which underlying .wordpress.COM blog was each upgrade purchased for?
Important note: If you purchased a domain name via wordpress.com Staff need to know whether or not you want to keep the domain name and use it on another site.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

Yeah I tried all that and it tells me it can’t be cancelled. this is the name, BUDGETINGTRANSFORMATIONS.WORDPRESS.COM

I can go ahead and cancel budgetingtransformations.com for you.
So that we are on the same page, once you decide to cancel your domain, there is no guarantee that you will be able to reacquire it in the future. Someone else could gain access to it.
If you want to keep using your domain but you don’t want to use WordPress.com anymore, you don’t have to cancel it. Instead, you can move the domain to another site, using the Domain Administration tool under Store > Domains, at the bottom of the page.
