Can't cancel or delete old wordpress site

Hi, this re: this site: http://policymanagement.wordpress.com/
It is no longer in use, but there is no check box beside any of the posts that allows me to check off to delete the content.
Then, I can’t seem to find any option that allows me to cancel/delete the entire site. I would be open to have it re-direct to another site, but the plugin won’t work because the wordpress version is older.
Please let me know what the steps are! I have tried everything within the options given, and nothing is letting me cancel.

Hello there,
To delete the content but keep the URL you must be logged in as Admin under the exact same username account that registered the blog. Then you can quickly remove your contents by deleting them in bulk.

Please clarify what this has to do with any plugin because there is no FTP access and we bloggers cannot install plugins into any free hosted WordPress.COM blog.

If you would like to delete the blog policymanagement.wordpress.com you will need to log in as the user who owns that account, which is a different username than the one from which you posted this thread.

How can I determine what other registered users exist on the account? The person who initially set this up is no longer with the company. Surely, there must be a way to reset everything, including users/passwords?

A user at the administrator level can see the users on the blog. We cannot provide this information to other users. We also must hear from the person who owns the site in order to proceed with your request. We do not reset passwords or modify users, or delete blogs, without the consent of the blog owner (or for some requests, other blog administrators).

Thanks for your reply – are you able to provide the exact details/process, or email of who I can reach out to, in order to validate that I am the CEO of the company. Also, I would need to know who is listed as the owner, so I can reach out to them if needed.

I tried the need more help option, and was shown this message:
“Your contact email is the same as your account – if you can receive emails you should try the password reset form instead.”This means, I am the correct Administrator and have full access – are you able to walk me through the steps to remove this account, and/or remove all posts? There are no boxes to check-off next to each post, therefore I can not perform and ‘delete’ actions. Also, I have searched every possible link and area within the site, but cannot find an option to shut down or cancel the site, as mentioned above.
