There is no metadata access to any blogs hosted by WordPress.COM and we cannot insert any code into the <header> area. There is no FTP access and no blogger installed capability on WordPress.COM hosted blogs. Hence what you want to do cannot be done on a WordPress.COM hosted blog.
http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/plugins/If you want FTP access to be able to access metadata, install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. Learn about the differences here. http://support.wordpress.com/com-vs-org/

I think you should have a look at the following two posts to understand the differences between the websites hosted on WordPress.com and WordPress.org.
https://wpmatter.com/wordpress-com-vs-wordpress-org/
http://support.wordpress.com/com-vs-org/In fact, WordPress.com disallows you to install any third party plugins in nature. If you really want to do so, you can to move to WordPress.org by purchasing a web hosting and installing WordPress software.
Besides, why are wishing to rank a WordPress.com site? The second level domain can never be liked by search engines.
