Can’t change general settings…

  For some reason I can’t change any of the general settings, it just takes me to a new page that says ‘not admin.’
  How can I fix this so I can change the time settings???

  Id you do not have Admin status on the wordpress.com blog in question then there are certain functions you cannot perform. Read carefully > http://en.support.wordpress.com/user-roles/
