Can't change Oxygen theme

I’m using the oxygen theme for pushactive.wordpress.com. When I try to customize the blog to change the theme it doesn’t let me – pushactive does not show up in the list of my blogs I can change the theme for. Also, the Appearance menu item does not exist in this theme. How can I change my theme?

You must be logged in as Admin under the exact same username account that registered the blog to change the theme on the blog.

I just created my blog using oxygen theme as well – facingworld.wordpress.com. The dashboard I see has just a few items on the right: visit blog, posts, pages, stats, sharing, change theme, customize design. There is nothing related to setting up categories, assigning which post is used for hightlight, primary, secondary, changing banner and all the other good things people tutorial about this theme. It’s very different from the old wordpress dashboard which I was used to in 2011 when I created another blog, where there was a ton of options on the side, allowing me to use widgets at stuff. What did I do wrong?
