Nothing in my settings works. Click on “Security” or “Account Settings” and nothing happens.

Hi there. This might be a browser issue. Try logging into your account using a different browser and see if you still have this problem.
You can also try clearing your browser’s cache and cookies, but that will log you out, so make sure you have your current password so you can log back in before you do this: http://en.support.wordpress.com/browser-issues/

I just want to delete the whole account. But because the buttons for Acct Settings, etc aren’t responding I can’t access Tools to do anything.
Please WordPress DELETE my account. Someone got a hold of my acct info and I need shutdown the whole acct. No I don’t want to change my password because they got a hold of my acct info associated with email address attached to this account.

You need to use the account recovery form I linked above. That is the ONLY way to get back into your account and delete your blog.
It is not possible to delete a WordPress.com account, and only the owner of a blog can delete it.
