Can’t change Tagline…no settings menu!

I have started a new Blog, and cannot change the tagline that says “Just another wordpress blog”. Searching for this, I have found responses, but none help! They say, go to “Settings”, there is no menu by that name, I only have a MyAccount menu, I’ve have managed to find some sort of setting that allows you to change the blog title, but no option exists in there to change the Tagline.
Is this account based? Is this theme based? Please know I’ve dug deep, all the other support topics have not helped!

Go here > Dashboard > Settings > General and you will find this:
Tagline
change it ^ and then scroll down and click “save Changes” -

For future reference please provide a url starting with the prefix http:// so the volunteers can determine which WordPress blogging platform your asking for since the answers only apply to WP.com hosted blogs….

You should be able to access your dashboard by going to “my dashboards” then choosing which blog you want to work on.
Here is the link to your dashboard where you will find settings—>general—>tagline—>save
