Can't change url

Our blog is not showing up on google search results so I figure I should make the web address more descriptive. I followed the directions to change the url, but when I hover over my blog the “change blog address” option does not pop up. It only gives me the option to “leave blog.” Is there another way to change it without upgrading to a custom domain?
The blog I need help with is: (visible only to logged in users)

“leave blog” means you are not the blog owner
Keep in mind that it takes 4 to 6 weeks for search engines to index a new site and that is only if you have something worth indexing on your blog
Each time you change the URL you start over at zero with search engines

PS – you have a small page based site with not much content – you will never search very well – add some Posts that highlight your activities and events – that will help search and also when people do come to your web site they will have a better idea what you do
