Can't Convert to Regular Blocks

I have a reusable block set up as a template for a blog post. It worked great for about 40 posts, but I am now having some problems. Before, I used to add my reusable block (consisting of 17 separate blocks), and then I would click “Convert to Regular Blocks” at the top of the page so I could edit and fill in the blanks.
It appears that some time after the last update, the ability to Convert to Regular Blocks has been removed. Is there another way to edit or use these blocks? Right now, anything that I add to the blocks from a reusable block template is not saved.
