Can’t create a network of WordPress sites because of Jetpack

Hi,
I’m trying to create a network of WordPress sites and I’m supposed to deactivate all plugins. I use WordPress.com in Business plan where Jetpack is built in and I can not deactivate it. I deactivated all modules, but it is still seen as active plugin and I can not go further. It is also impossible to rename it in Filezilla.
Do you have any ideas how to solve it?
I would be very grateful for any help.

It is not possible to set up a multisite network on WordPress.com because our service is in fact a multisite network. It is not possible for technical reasons to install a multisite network within another multisite network.
Our upgrades (such as the business plan) are limited to one site only, so to create a new business site under your account you can start a new site at this link and upgrade it to the Business Plan as well. https://wordpress.com/start/
