Can't create blog with name which deleted

I tried to create blog named <qatools> on wordpress.com, but seems that site already exists.
This is not so. If you open qatools.wordpress.com you can see the message:
“qatools.wordpress.com is no longer available.
The authors have deleted this site.”
Can I use <qatools> name?The blog I need help with is: (visible only to logged in users)

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
