Why can't I create blogs?

I tried to create a blog, but always error. I’ve tried any domains or so. But the text below appeared:

But the blog URL would get filled automatically and it didn’t exist.

You should be able to leave that part of the form blank. Is it not sending?

Haven’t tried, it automatically filled with the domain I wanted. But when I read this:

So can I send it even the URL is non-existent?
