Can't create menu

Hello, I’m trying to arrange my pages in a particular way on my website, but I’m having a hard time organizing them. There are some that are title pages, others that should be subpages, and I can’t make it work. I’ve tried the video tutorials. Not helping. Anyone have suggestions? I’m using the Affinity Theme. #frustrated
