Can't create new account

  I am trying to create a new wordpress.com account so I can activate Jetpack on a client’s webpage that I am designing. When I click “Register” it just looks exactly like the login in page. So I type in the new credentials I would like to use, and it says, “ERROR: The password you entered for the email or username stallard is incorrect. Lost your password?”

  Any help? Thanks!
