Can't create new users, permission problems

Hello.
My website is https://www.smartylife.net , it has WP 4.8.4.
I transfered the website to a new vps recently, but i ran into a few big problems.
First. I can’t create new users, if i try to do it, i get an user with an empty username, and i can only delete it. If i try to edit this new user, it brings me to my profile page.
The second problem is that with some admin users, when they login, for apparently no reasons, all permission are removed from them.
And, i think is related to this. No users can create a new post, because it has the “submit for review” button, instead of publish button.
To solve this issue, i’ve done this modification on WP: https://wordpress.stackexchange.com/questions/215331/how-do-i-fix-you-are-not-allowed-to-edit-this-item-for-admins-on-existing-pos
But i would like to not changing the core files.I’ve tried deactivating every plugin and reparing the whole db, same results.

https://www.smartylife.net/ is a self-hosted WordPress (WordPress.org) site. Not a WordPress.com site.
