I keep trying to create my website but it is preventing me from doing so by banning me for hours at a time.

How many accounts did you try to register in rapid succession? That’s a spammer behavior.
How many blog URLs did your register in rapid succession? That’s a spammer behavior.
How many of the blogs you registered were suspended for Terms of Service violations?What is the URL of the site you are trying to register?
