Can't delete defunct site linked to WP.com

Awhile ago I opened a test site using WP.org software on a web server I purchased. I “linked” it to my WP.com account using the JetPack plugin. The site on the web server is no longer active, but is still linked to my WP.com account (apparently because I never “unlinked” it in the JetPack software). Now I have a “ghost” blog under my WP.com account that I can no longer access, or delete, from my WP.com account, because the linked JetPack blog on my web server no longer exists. I uninstalled WordPress from that server entirely.
Is there a way I can unlink it? Should I reinstall WordPress on my server, create a “dummy” blog just like it with the same name, install the JetPack plugin on that dummy site, and then unlink that site from my WP.com account? Is there another way of doing so or is this impossible to do?

It’s a really weird one. The domain attempts to create a “fake secure” site by proxying through an Argentinian host. It’s a hack from another WP plugin I had then used, known as HTTPS SSL Free:
